Bad weather, bad driver

This is about the worst weather that Perth can offer. It's raining, windy and very cold. On these days most drivers behave themselves and drive carefully. WO448 is the exception, they just can't seem to understand the concept of driving in the lane.
I have no idea what they are trying to do here.
They probably don't either.
