Traffic Calming Measure Ineffective

I was overtaken at speed by a BMW as I approached the small village of Ickleton, right at the 30mph sign that says reduce your speed. He immeditatley had to pull in and hit the brakes as he had to stop at a traffic calming bollard to give way to a car leaving the village. I had to hit my brakes as well and just had enough room to pass him on the inside and use the cyclists gap to the left of the bollard. He then sped off to the next speed reducing bollard in the village. There are a total of three bollards to reduce cars speeding into this little village, all with little effect on this driver. A check of my rear camera showed he had just overtaken the blue VW that followed him so he was in a big hurry.
